COUNCIL MINUTES September 10, 2018 <br />DRAFT <br />3 <br /> 88 <br />6A) Lino Lakes Storage (440 Park Court): i) Consider Resolution No. 18-103 Approving 89 <br />Conditional Use Permit for Mini Self-Storage Facilities; ii) Consider Resolution No. 18-104 90 <br />Approving Site Improvement Performance Agreement – City Planner Larsen reviewed a 91 <br />PowerPoint presentation including information on : 92 <br />- Background on applicant and proposed mini self storage facility to be developed in phases; 93 <br />- Land use application includes a conditional use permit, site improvement performance 94 <br />agreement, and drainage & utility easement vacation; 95 <br />- Map of property showing site plan; 96 <br />- Review of exterior materials; 97 <br />- Area of vacation; 98 <br />- Current zoning allowed proposed use; 99 <br />- Consistency with comprehensive plan; 100 <br />- Advisory board comments (Environmental and Planning & Zoning Board both approved). 101 <br /> 102 <br />Mayor Reinert said his biggest concern is curb appeal so he is glad to see a berm and tree buffer. 103 <br /> 104 <br />Council Member Stoesz asked if there would be a gate/entrance. Planner Larsen said the facility will 105 <br />be fenced with a gate. The applicant explained that the temporary fence will be wood but the 106 <br />permanent would be metal that looks like wrought iron. 107 <br /> 108 <br />Council Member Rafferty remarked that the proposed use is allowed at the site but his observation is 109 <br />that it isn’t necessarily the best use. 110 <br /> 111 <br />Council Member Maher moved to approve Resolution No. 18-103 as presented. Council Member 112 <br />Manthey seconded the motion. Motion carried on a voice vote. 113 <br /> 114 <br />Council Member Manthey moved to approve Resolution No. 18-104 as presented. Council Member 115 <br />Stoesz seconded the motion. Motion carried on a voice vote. 116 <br /> 117 <br />6B) Public Hearing: Consider 1st Reading of Ordinance No. 11-18, Vacating Drainage Utility 118 <br />Easement at 440 Park Court - City Engineer Hankee reviewed her written staff report calling for a 119 <br />public hearing and approval of the 1st Reading of an ordinance that would vacate a drainage and 120 <br />utility easement related to the aforementioned mini storage project. 121 <br /> 122 <br />Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public 123 <br />hearing was closed. 124 <br /> 125 <br />Council Member Manthey moved to approve the 1st Reading of Ordinance No. 11-18 as presented. 126 <br />Council Member Stoesz seconded the motion.
