COUNCIL MINUTES September 10, 2018 <br />DRAFT <br />5 <br /> 177 <br />Council Member Manthey confirmed that residential access plans will be a part of the project. Ms. 178 <br />Hankee reviewed those plans. 179 <br /> 180 <br />Council Member Rafferty moved to approve Resolution No. 18-112 as presented. Council Member 181 <br />Maher seconded the motion. Motion carried on a voice vote. 182 <br />Council Member Stoesz moved to approve Resolution No. 18-114 as presented. Council Member 183 <br />Manthey seconded the motion. Motion carried on a voice vote. Council Member Rafferty abstained 184 <br />from voting. 185 <br /> 186 <br />iii) Consider Resolution No. 18-91, Declaring Intent to Reimburse from Bond Proceeds - 187 <br />Community Development Director Grochala reported that street reconstruction bonds are planned to 188 <br />finance this project. This action is required in order to plan for the issuance of the bonds and declare 189 <br />the intent of their use. 190 <br /> 191 <br />Council Member Rafferty moved to approve Resolution No. 18-91 as presented. Council Member 192 <br />Maher seconded the motion. Motion carried on a voice vote. 193 <br /> 194 <br />Consider Resolution No. 18-111, Approving Americans with Disabilities Act (ADA) Transition 195 <br />Plan – City Engineer Hankee noted the process that brings forward this plan regarding ADA and the 196 <br />City’s transition activities. The Plan highlights the city’s policies and goals and a strategy to address 197 <br />improvement at current faiclities. A budget and schedule is included. 198 <br /> 199 <br />Council Member Stoesz asked if the policy will be reviewed during the implementation period of 20 200 <br />years. City Engineer Hankee explained that the council can decide to review the policy and/or the 201 <br />government could change policy or call for a review. No specific review period is included. 202 <br /> 203 <br />Council Member Manthey moved to approve Resolution No. 18-111 as presented. Council Member 204 <br />Stoesz seconded the motion. Motion carried on a voice vote. 205 <br /> 206 <br />6F) Consider Resolution No. 18-97, Accepting bids, Awarding a Construction Contract, 2018 207 <br />Trail Maintenance Project – City Engineer Hankee explained that the resolution would award a 208 <br />contract for trail maintenance. She reviewed the work that would be included in the project and the 209 <br />bidder and bid amount. 210 <br /> 211 <br />Council Member Rafferty asked if adjacent property owners are fully aware of the project. Ms. Hankee 212 <br />said field staff has met with them on site and explained plans. 213 <br /> 214 <br />Council Member Stoesz asked if there is a significant amount of funding left after this project (in the 215 <br />trail maintenance fund). Ms. Hankee said she believes this is close to fully utilizing the budget. 216 <br /> 217 <br />Council Member Rafferty moved to approve Resolution No. 18-97 as presented.
