The final plans created in AutoCAD will detail the removals, location and grade of the outlet channel, outlet structures, culverts, restoration, erosion control, traffic control, and SWPPP documentation. Final plans will incorporate comments from City staff and regulatory agencies. This task will include an internal QA/QC review of the final plans, final quantities, and specifications. WSB will print, assemble, and submit the final plan documents to the City and request authorization to advertise the project for bidding. WSB will receive and respond to bidder inquiries concerning the plans, specifications, and intent of the project. Logs of all inquiries will be kept and maintained to document inquiries. This task includes attending the bid opening, tabulating bids, and recommending a bid for award. Total Estimated Engineering Fee The cost to provide the scope of services outlined in this proposal will be billed hourly, based on our current hourly rates. We are proposing to complete the Northeast Lino Lakes Drainage Area: Peltier Lake Outlet Improvements and I-35E Crossing Design for an hourly fee of $135,000. Time Schedule It is our understanding that the City wishes to have final construction documents prepared by March 2019 to allow for bidding in April 2019. Below is an outlined schedule: Authorize Design October 22, 2018 Permitting Agency/TEP Meeting Week of October 29 Complete Existing Conditions Survey, Final Design October 23, 2018 Meet with City to discuss 80% plans, engineer’s estimate, and wetland impacts December 2018 Submit plans and permit applications to regulatory agencies December 20, 2018 Order project, approve final plans and specifications / authorize ad for bid, easement acquisition (concurrent to agency review of wetland associated permits) 2nd meeting in April 2019 Begin construction End of May 2019 Assumptions The scope and fee is based on the following assumptions: design and construction for the project will be completed by December 2019, and the Peltier Lake Outlet Improvements, I-35E Crossing and all associated control structures will be designed, permitted, and bid as one project. The schedule assumes easement acquisition for the proposed outlet improvements will be completed by the time the project is ready to be authorized in April. The scope and fee does not include easement acquisition or wetland mitigation monitoring services. In the future, the City plans to incorporate regional multi-purpose stormwater best management practices and regional trails and extensions adjacent to the project area. If additional work beyond what is proposed in the attached scope of services is necessary, we will prepare a detailed scope of work and include it as an addendum to this agreement. We will not proceed with any additional work until the addendum is authorized.
