Mr. Michael Grochala <br />October 9, 2018 <br />Page 3 <br /> <br />G:\Group Data\WATER RESOURCES\Proposals\Lino Lakes\NE Drainage - Phase 1&2 Final Design updated 10182019.docx <br />Task 3 – Final Plans, Construction Documents, and Bidding Process ($25,100) <br /> <br />WSB will develop the final project plans and specifications in preparation for bidding and construction. <br />The final plans created in AutoCAD will detail the removals, location and grade of the outlet channel, <br />outlet structures, culverts, restoration, erosion control, traffic control, and SWPPP documentation. Final <br />plans will incorporate comments from City staff and regulatory agencies. This task will include an internal <br />QA/QC review of the final plans, final quantities, and specifications. <br /> <br />WSB will print, assemble, and submit the final plan documents to the City and request authorization to <br />advertise the project for bidding. WSB will receive and respond to bidder inquiries concerning the plans, <br />specifications, and intent of the project. Logs of all inquiries will be kept and maintained to document <br />inquiries. This task includes attending the bid opening, tabulating bids, and recommending a bid for <br />award. <br /> <br />Total Estimated Engineering Fee <br /> <br />The cost to provide the scope of services outlined in this proposal will be billed hourly, based on our <br />current hourly rates. We are proposing to complete the Northeast Lino Lakes Drainage Area: Peltier Lake <br />Outlet Improvements and I-35E Crossing Design for an hourly fee of $135,000. <br /> <br />Time Schedule <br /> <br />It is our understanding that the City wishes to have final construction documents prepared by March 2019 <br />to allow for bidding in April 2019. Below is an outlined schedule: <br /> <br />Authorize Design October 22, 2018 <br />Permitting Agency/TEP Meeting Week of October 29 <br />Complete Existing Conditions Survey, Final Design October 23, 2018 <br />Meet with City to discuss 80% plans, engineer’s estimate, and <br />wetland impacts <br />December 2018 <br />Submit plans and permit applications to regulatory agencies December 20, 2018 <br />Order project, approve final plans and specifications / authorize <br />ad for bid, easement acquisition (concurrent to agency review of <br />wetland associated permits) <br />2nd meeting in April 2019 <br />Begin construction End of May 2019 <br /> <br />Assumptions <br /> <br />The scope and fee is based on the following assumptions: design and construction for the project will be <br />completed by December 2019, and the Peltier Lake Outlet Improvements, I-35E Crossing and all <br />associated control structures will be designed, permitted, and bid as one project. The schedule assumes <br />easement acquisition for the proposed outlet improvements will be completed by the time the project is <br />ready to be authorized in April. The scope and fee does not include easement acquisition or wetland <br />mitigation monitoring services. <br /> <br />In the future, the City plans to incorporate regional multi-purpose stormwater best management practices <br />and regional trails and extensions adjacent to the project area. If additional work beyond what is proposed <br />in the attached scope of services is necessary, we will prepare a detailed scope of work and include it as <br />an addendum to this agreement. We will not proceed with any additional work until the addendum is <br />authorized. <br /> <br />
