1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Kendra Lindahl, Landform <br /> <br />MEETING DATE: November 13, 2018 <br /> <br />TOPIC: Consider Resolution No. 18-156, Approving I-35E Corridor <br />Comprehensive Plan Amendment <br /> <br />CASE NUMBER: CP2018-002 <br /> <br />APPLICANTS: City of Lino Lakes <br /> <br />REVIEW SCHEDULE: <br /> <br />Complete Application Date: September 5, 2018 <br /> P & Z Board Meeting: October 10, 2018 <br />City Council Work Session November 5, 2018 <br />City Council Meeting: November 13, 2018 <br />60-Day Review Date: N/A <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to amend the 2030 Land Use Plan and Utility <br />Staging plan for certain property along the I-35E cooridor. <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes has initiated a Comprehensive Plan Amendment for land located east of <br />I-35E and north of Main Street/CSAH 14. The 2030 Comprehensive Plan included a Full Build <br />Land Use Plan which guided most of the east side of the I-35E corridor, north of Main Street, for <br />Commercial and Industrial development. Most of the area was included in the post 2030 utility <br />staging area and shown as Urban Reserve in the 2030 Land Use Plan. <br /> <br />The City has been working with local energy providers to promote economic development <br />opportunities along the 35E corridor. This area has begun to receive some interest from site <br />selectors for technology based industries. One key component of the site selection process for <br />prospective developers is project readiness. <br /> <br />To further economic development goals and enhance readiness the City is proposing to amend <br />the land use plan consistent with the full build vision for the area along with some modifications <br />considered as part of the 2040 Comprehensive Plan update. An amendment to the utility staging <br />plan is proposed to allow for immediate extension of utilities for eligible projects.
