3 <br /> <br />Staging Plan Amendment <br /> <br />Two changes to the 2030 Staging Plan are proposed: <br />1. 226.53 acres will be changed from Stage 2A Planned Service Area to Stage 1B Planned <br />Service Area on the Utility Staging Map <br />2. 559.23 acres will be changed from Stage 3 Planned Service Area to Stage 1B Planned <br />Service Area on the Utility Staging Map <br /> <br />All of these changes have been contemplated in the 2040 Comprehensive Plan that is currently <br />being developed by the City. However, that update will likely not be completed until late 2019. <br />The City wishes to make this land available for business campus, commercial and industrial <br />development sooner rather than later due to market interest in this type of land adjacent to the <br />interstate. <br /> <br />Consistency with the Comprehensive Plan <br /> <br />The proposed amendments are supported by and consistent with the Economic Development <br />(Chapter 6) goals and policies as noted below: <br /> <br /> <br />Goal 3: Attract and encourage new light industrial, high tech, business and professional services <br />enterprises and maintain and expand existing businesses in Lino Lakes. <br />Rationale: Lino Lakes’ industrial and commercial development will be concentrated <br />primarily along its existing business corridors. This provides opportunities for a <br />diversified economic base, expanded employment opportunities and maintaining <br />conformity with the existing commercial and light industrial land use patterns. <br />Policies: <br />1) Protect designated industrial areas from residential encroachment and marginal land <br />uses that will preclude the highest economic use of land available for commercial and <br />light industrial development. <br />2) Develop strategies and programs to attract high tech and high value industrial and <br />business and professional services enterprises that have an emphasis on job creation. <br />3) Encourage high-end business park development designed to attract medical, <br />technology, and similar industries, which provide quality employment opportunities and <br />have low service demand for municipal services. <br />4) Encourage a comprehensive business center with services such as wi-fi access, office <br />space, copy services, postal and overnight delivery pick up, and telephone services to <br />small and start-up entrepreneurial business owners and telecommuters who are able to <br />share space and costs. <br />5) Continue to support local business retention and expansion initiatives. <br />6) Recognize the fundamental linkage between housing and economic development and <br />work to match housing availability with community employment. <br />7) Promote the Anoka County Airport as an asset to corporate users. <br /> <br />Goal 4: Promote efficient, planned commercial and industrial expansion within the City’s <br />growth areas, accessible to public infrastructure and transportation.
