COUNCIL MINUTES October 22, 2018 <br />DRAFT <br />3 <br /> 90 <br />PUBLIC SERVICES DEPARTMENT REPORT 91 <br /> 92 <br />There was no report from the Public Services Department. 93 <br /> 94 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 95 <br />6A) Public Hearing, Consider Resolution 18-141, Adopting Assessments Weed Abatement – 96 <br />Community Development Director Grochala reviewed his written report. He noted the one property 97 <br />on the list. He reviewed the process that precedes assessment of the cleanup charges. 98 <br /> 99 <br />Council Member Stoesz asked if the charge is an appropriate amount for the services provided. 100 <br />Director Grochala explained that the charges are appropriate but also staff will be requesting that the 101 <br />charge be raised in the fee schedule. 102 <br /> 103 <br />Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public 104 <br />hearing was closed. 105 <br />Council Member Rafferty moved to approve Resolution No. 18-141 as presented. Council Member 106 <br />Maher seconded the motion. Motion carried on a voice vote. 107 <br />6B) Consider Resolution No. 18-146, Approving Grading and Trunk Utility Agreement 108 <br />Amendment for Watermark Development – City Engineer Hankee reviewed the request to approve 109 <br />an amendment to the original agreement approved in 2016. While grading has been occurring on the 110 <br />site, the builders proceed with their development agreement plans. She reviewed the Watermark project 111 <br />schedule going forward. 112 <br /> 113 <br />Mayor Reinert asked if there if anything unique about this agreement and Ms. Hankee no. 114 <br /> 115 <br />Council Member Maher moved to approve Resolution No. 18-146 as presented. Council Member 116 <br />Manthey seconded the motion. Motion carried on a voice vote. 117 <br />6C) Consider Resolution No. 18-139, Authorizing Preparation of Plans and Specifications, 118 <br />North East Drainage Outlet to Peltier Lake – City Engineer Hankee reviewed the written staff report 119 <br />requesting authorization to proceed with plans and specifications for the North East Drainage Outlet 120 <br />project. She reviewed the project area utilizing a map. The reviewed elements of the project, including 121 <br />an open channel, phasing, a culvert crossing under the highway, the need for watershed and MnDOT 122 <br />approval. The overall project cost was noted. She also noted that WSB representative Pete 123 <br />Willenbring was present to answer questions. 124 <br /> 125 <br />Mayor Reinert remarked that $3 million is costly but the City will fund this and anticipates 126 <br />reimbursement by developers. 127 <br /> 128 <br />Council Member Stoesz asked how the City of Hugo is paying a fair share. Community Development 129 <br />Director Grochala said there isn’t really a fair amoun.. This City cannot block their drainage so we 130 <br />must accommodate the existing flow from Hugo. 131
