1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6B <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: November 26, 2018 <br /> <br />TOPIC: Right of Way and Easement Vacation <br />i) Consider 2nd Reading of Ordinance No. 16-18, Vacating <br />right of way along Sandpiper Drive and drainage and utility <br />easements within Lakes Addition No. 1 <br /> *Council may vote to dispense with the full reading of the ordinance <br /> *Roll call vote is required for adoption of the ordinance <br /> <br />ii) Consider Resolution No. 18-161, Approving Summary <br />Publication of Ordinance No. 16-18 <br /> <br />VOTE REQUIRED: 4/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consider the 2nd Reading of Ordinance No. 16-18, vacating a <br />portion of the street right of way along Sandpiper Drive and drainage and utility easements <br />originally dedicated in Lakes Addition No. 1, Anoka County, Minnesota. <br /> <br />BACKGROUND <br /> <br />At the Council Meeting on November 13, 2018 the public hearing and first reading of <br />Ordinance 16-18 was held. The City entered into a Joint Powers Agreement with Anoka <br />County in conjunction with the West Shadow Lake Drive Area project. As part of the <br />agreement, an existing portion of City right-of-way that is currently being used as Golf Course <br />will be vacated. This vacation would result in the reversion of the property to the county. The <br />roadway is not planned to be extended in the future. A cul-de-sac will be constructed at the end <br />of Sandpiper Drive. <br /> <br />The Right of Way Vacation Exhibits are enclosed. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of the 2nd Reading of Ordinance No. 16-18 vacating right of <br />way along Sandpiper Drive and drainage and utility easements within Lakes Addition No. 1 <br />and approval of Resolution No. 18-161, Approving Summary of Publication of Ordinance 16- <br />18. <br />
