1 <br /> <br />1st Reading: Publication: <br />2nd Reading: Effective: <br /> <br /> <br /> <br />CITY OF LINO LAKES <br />ORDINANCE NO. 19-18 <br /> <br />ORDINANCE TO REZONE CERTAIN PROPERTIES ALONG WEST SHADOW <br />LAKE DRIVE FROM R, RURAL TO R-1X, SINGLE FAMILY EXECUTIVE <br />RESIDENTIAL AND PSP, PUBLIC AND SEMI-PUBLIC <br /> <br />“The City Council of Lino Lakes ordains". <br /> <br />Section 1 <br /> <br />The City of Lino Lakes makes the following Findings of Fact: <br /> <br />1. The City Council Staff Report dated November 26, 2018 details the rezoning. <br /> <br />2. The Planning and Zoning Board held a public hearing on November 14, 2018 and <br />made recommendation to approve the rezoning on a 6-0 vote. <br /> <br />3. Per Section 1007.015 (5), the Planning and Zoning Board shall consider possible <br />adverse effects of the proposed rezoning and its judgement shall be based upon, but <br />not limited to, the following factors: <br /> <br />a) The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br /> <br />The proposed action of rezoning parcels from R, Rural to R-1X, Single Family Executive <br />is consistent with the Comprehensive Plan. The parcels are guided low density sewered <br />residential and the R-1X zoning district is consistent with this type of land use. The <br />current land use is single family residential. The R-1X zoning district is intended for <br />development of single family detached homes on lots served with public sewer and water. <br />Public sewer and water are currently being installed along this stretch of West Shadow <br />Lake Drive. <br /> <br />The proposed action of rezoning the two (2) Anoka County parcels from R, Rural to PSP, <br />Public and Semi-Public is consistent with the Comprehensive Plan. The parcels are <br />guided park and are currently part of the Chomonix Golf Course. The PSP district allows <br />for public parks and golf courses as a permitted use. <br /> <br />b) The proposed use is or will be compatible with present and future land uses of the <br />area. <br />
