The exterior materials and 47 <br />percentages meet ordinance performance standards 48 <br /> 49 <br />4. 49/J Trunk Utility Easement Acquisition – Community Development Director 50 <br />Grochala reported. Staff has been talking to two property owners along Ash Street 51 <br />regarding easements and possible property acquisition. 52 <br /> 53 <br />Sanitary sewer and trunk water mains are proposed to be extended across the rear of 54 <br />255 Ash Street. The owner is asking $200,000 for the property, which is appraised at 55 <br />$167,000. A 20’wide easement will be required across the rear of this property. After 56 <br />WSB completed the Minimum Damage Acquisition Report, the property owner agreed to 57 <br />accept $13,500 for a utility easement. The Council agreed to consider a resolution 58 <br />authorizing acquisition of the easement at a cost of $13,500. Funding would come from 59 <br />the Trunk Area and Unit Fund. 60 <br /> 61 <br />Acquisition of another property at 275 Ash Street is being evaluated. WSB met with the 62 <br />property owners and is preparing an acquisition report for review by the City Council and 63 <br />property owner. 64 <br /> 65 <br />5. 2040 Comprehensive Plan Update – Staff report ed that the Planning & Zoning 66 <br />Board discussed proposed Land Use District and residential land use changes and reached 67 <br />consensus on several of them. The Board will be having further discussion regarding the 68 <br />Planned Residential/Commercial and the Signature Gateway to refine development 69 <br />parameters in the individual district locations. 70 <br />6. Council Updates on Boards/Commissions, City Council – There were no updates. 71 <br />7. Monthly Progress Report – City Administrator Karlson reviewed his written report. 72 <br />He pointed out that Arbitration with the sergeants is scheduled for November 20. 73 <br />8.
