CITY COUNCIL <br />AGENDA ITEM 2B (ii) <br /> <br /> <br />STAFF ORIGINATOR: Sarah Cotton <br /> <br />MEETING DATE: December 10, 2018 <br /> <br />TOPIC: Consider Resolution No. 18-175, Adopting the Final 2019 General <br />Fund Operating Budget <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />BACKGROUND <br /> <br />Minnesota State Statutes require the City of Lino Lakes to adopt and certify a final 2018 tax levy, <br />collectible in 2019 on or before December 28, 2018. <br /> <br />A public hearing was held tonight to take public comment on the budget. A summary of the <br />proposed budget and tax levy was presented and discussed during the public hearing. <br /> <br />The final 2019 budget is balanced with resources and expenditures of $10,974,316, which represents <br />a 0.26% increase over the 2018 adopted budget. The total increase to the base budget for 2019 is <br />$404,400 and includes the following: <br /> <br />• Addition of a Building Inspector - $59,832 <br />• Increased Pavement Management Funding - $62,100 <br />• Increased Stormwater Management Funding - $15,000 <br />• Capital outlay of $24,802 and $29,750 in police and fire, respectively <br />• Traffic Control Devices – Median Maintenance - $10,100 <br />• Birch Park Bldg – Siding Replacement $15,000 <br />• Country Lakes Park – EAB Removal - $24,000 <br />• Increased Park Maintenance Funding - $21,000 <br />• Summer Event Staging & Tents – $10,000 <br />• Recreation Special Event Funding - $10,000 <br />• Park & Trail Improvements - $90,000 <br /> <br />$594,773 of accumulated General Fund reserves are being used to balance the 2019 budget. In <br />addition, the Council has expressed the desire to formally commit a portion of the General Fund <br />reserve balance as follows: <br /> <br />• $375,000 Recreation Complex Phase I <br />• $50,000 Veteran’s Memorial <br />• $30,000 Bldg Permit Automation & Integration Project <br /> <br />This maintains the Unassigned Fund Balance of 50% of operating expenditures, consistent with the <br />current Fund Balance policy. <br />
