The applicant shall show the correct right-of-way and property lines on the landscaping plans <br />(existing landscape plans do not show sight clearances at intersection of 20th Ave and 21st <br />Ave). <br />Noted and shown on L2 & L3. <br />2. The applicant shall adjust tree locations on 21st Avenue so that trees are outside of <br />sight clearances (sight triangle) at intersections with adjacent streets. <br />Please see Sheet L2 for revised location. <br />3. The applicant shall move the trees located in the median on 21st Avenue (adjacent to <br />intersection of 20th Avenue) out the sight clearances. <br />Please see Sheet L2 for revised location. <br />4. The applicant shall show a legend for the conservations signs on the landscaping plans. <br />Please see Sheet L6 for locations and detail of sign. <br />5. The applicant shall note that final restoration shall be in place prior to release of building permits. <br />Please see Sheet L4 in “City of Lino Lakes Specifications” <br /> <br /> Geotechnical <br /> <br />No comments at this time. <br /> <br /> Floodplain <br /> <br />The Watermark Development proposed fill of, and changes to, the effective FEMA <br />floodplain boundaries with future additions of the development. <br /> <br />1. The applicant shall submit CLOMR application to FEMA (CC City) prior to 1st Addition Final <br />Plat approval. An approved CLOMR will be required prior to final plat approval for the 2nd <br />Addition. <br />CLOMR is in progress. CLOMR needed all of the modeling information from the city of Lino <br />Lakes to complete, which was received in October, 2018. <br />2. The applicant is required to have a LOMR prior to the construction of any lots adjacent to the <br />lake or lots impacted within the existing floodplain. <br />Comment noted. LOMR will be completed prior to any construction in the existing floodplain. <br />Based on the phasing and timing of development and the construction of the new outlet to Lake <br />Peltier, delaying construction of homes on the lake until the LOMR is completed is not feasible. <br /> <br /> Drainage and Utility Easements <br /> <br />Generally, roadways are proposed within Right-of-way and lots include standard drainage and <br />utility easements. The applicant shall provide adequate drainage and utility easements over to <br />accommodate surface water management per Lino Lakes rules. <br /> <br />Comments: <br />1. All storm sewer greater than 10 feet depth should have a drainage and utility easement that is 2 <br />times the depth of the storm sewer. The storm sewer segments between CBMH101 to Pond 100 <br />appear to not meet this standard. The applicant should provide a storm sewer calculation <br />spreadsheet that could be used for confirming drainage and utility easements are adequate for <br />all storm sewer that is deeper than 10 feet. <br />CBMH101-fes P100 (page 23) has a depth of 13’ at front of houses with a 20’ easement, per <br />discussion, a structure can be added between lots 12 & 13 near the pond to shallow up this <br />section, or can be left as is knowing that houses on either side will have full depth foundations. <br />Currently left as is, please advise if depth needs to be less. From 372-371-370-fes pipe depths <br />are at 15’. A 30’ easement is provided. 325-324 has a depth of 14’ and a 30’ easement is <br />provided <br />Public Works staff has reviewed the easements and are okay with leaving this area as is. <br /> <br /> Development Agreement
