Watermark (Executive Summary of Master Development Agreement 16 <br />attached; Regular Agenda Item 6A is full report) - Community Development Dir ector 17 <br />Grochala and City Attorney Squires reported. Mr. Grochala recapped previous 18 <br />discussions which didn’t include the final development agreement that is presented tonight. 19 <br /> 20 <br />Mayor Reinert asked what previous council approval has included. Staff directed the 21 <br />council to the staff report indicating: development stage plan (2016), one amendment to 22 <br />land use plan (2016) when Lennar came on we dropped a few units, eliminated 44 foot 23 <br />lots, and established architectural standards that are still holding today for townhomes and 24 <br />single family homes. Mayor Reinert confirmed that the architectural standards approval 25 <br />will carry forward to the entire area to be developed. 26 <br />Mayor Reinert asked that staff review standards that have changed since the development 27 <br />was originally proposed. Staff indicated a specific list was not available but outlined in 28 <br />general that garage sizes and the front porch sizes were impacted. When Mayor Reinert 29 <br />asked if there were changes in setback, Community Development Director Grochala 30 <br />explained that the setbacks are indicated in the report. 31 <br />City Attorney Squires reviewed elements of the Master Development Agreement (MDA). 32 <br />Community Development Director Grochala answered specific questions on park 33 <br />elements, street improvements, property acquisitio n, and consideration of roundabouts. 34 <br />Mayor Reinert suggested that the matter be considered at the next council work session. 35 <br />There is yet much to discuss – too much to consider in the time allowed in this work 36 <br />session. He remarked that the council obviously wants to move forward but it should not 37 <br />be rushed. He anticipates final council consideration at the December 10th council 38 <br />meeting, after adequate discussion at the December work session. He suggests that staff 39 <br />continue with the present ation they had planned for tonight. In the meantime the council 40 <br />will forward questions to the Administrator who will formulate them to the attorney. 41 <br />2. Review Regular Agenda – The council agenda for November 26th was reviewed. 42 <br />Items 1E and 6A will be postponed. 43
