CITY COUNCIL <br />AGENDA ITEM 6E <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: December 10, 2018 <br /> <br />TOPIC: Consider Resolution No. 18-182, Authorizing Feasibility Study for <br />Well House No. 7 (509 Birch Street) <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to authorize a feasibility study for the <br />preservation and reuse of an existing farm house at 509 Birch Street for a Well House. <br /> <br />BACKGROUND <br /> <br />Anoka County recently acquired property, located at 509 Birch Street, in preparation for future <br />improvements to Birch Street. The property includes an existing farmhouse, which was <br />reportedly constructed in 1893, and is one of the oldest remaining structures in Lino Lakes. <br />The County had proposed to demolish the structure but has held off at the City’s request <br />pending review of the possible reuse of the facility. <br /> <br />Prior discussions with the City Council included interest in pursuing use of the structure as a <br />future well house to accommodate municipal Well No. 7. Staff has discussed the concept with <br />our City Engineer, WSB & Associates, an architectural firm and a house mover. Staff’s initial <br />opinion is that the concept is possible but further evaluation is needed from both a structural <br />and well location standpoint. <br /> <br />Accordingly, staff has requested a scope of services from WSB and Associates to study the <br />feasibility of the project. <br /> <br />WSB is proposing to partner with Oertel and Associates, to prepare the report. The study <br />would include: <br /> <br />• Preparation of two structure conversion options, <br />• Layout plans and house elevations. <br />• Cost estimates for both options. <br />• Test well design, contract administration and data analysis <br /> <br />WSB is proposing to complete this study for the amount of $20,200. Project would be funded <br />through the Trunk Utility Area and Unit fund. If authorized the we anticipate completion of the <br />Well House study options in January and the test pumping, water quality analysis and technical <br />well memorandum to be complete by March. <br /> <br />
