CITY COUNCIL WORK SESSION December 3, 2018 <br />DRAFT <br /> 2 <br /> 44 <br />Mayor Reinert confirmed the possibility that Municipal State Aid (MSA) state funds 45 <br />could be used for a trail project like this. He is glad to have this preliminary data 46 <br />indicating possible costs and implications. He recommends continuing the conversation. 47 <br />He is not happy with the price though. 48 <br /> 49 <br />Council Member Manthey recalled the residents coming forward requesting the trail and 50 <br />he thinks it would be beneficial to show them the results and continue their involvement 51 <br />as the council continues the discussion. 52 <br /> 53 <br />Council Member Rafferty remarked that it’s telling that the resident who attended this 54 <br />evening recognizes a problem and said safety of the kids is foremost. He hopes this can 55 <br />continue with consideration for all involved. 56 <br />3. Watermark Development Update – City Planner Larsen provided an extensive 57 <br />review of the council’s previous discussions and approvals, as well as the current request 58 <br />for action on the Watermark Development. A PowerPoint presentation was used to 59 <br />provide information on the following: 60 <br />- Watermark Land Use Controls (history): 61 <br />- PUD Development Stage Plan; 62 <br />- Turn Lanes – 20th Avenue (as discussed last meeting); 63 <br />- PUD Amendment #1 – Land Use Plan (2017); 64 <br />- PUD Amendment – Architectural Design Standards (2017) (pointed out that the 65 <br />council received information via email with specifics); 66 <br />- Single Family Home collections would meet or exceed the city’s zoning and PUD 67 <br />requirements in certain areas; areas where PUD flexibility is authorized was 68 <br />reviewed; 69 <br />- Townhomes – PUD flexibilities were reviewed; 70 <br />Council Member Rafferty received assurance that the requirement of an HOA will be 71 <br />held to the property and continued even if property development changes hands. City 72 <br />Attorney Squires said the agreement would require evidence of recording. 73 <br />- Public Value Achieved; 74 <br />- PUD Master Plan Booklet 75 <br />Mayor Reinert asked why the Mattamy product went up to about 5,500 square feet while 76 <br />this development proposes only up to about 3,400 square feet. Ms. Larsen explained that 77 <br />they would still exceed the City’s zoning requirements but the floor areas proposed by 78 <br />Lennar are smaller. 79 <br /> 80
