Peltier Lake Outlet Update – Community Development Director Grochala 119 <br />offered an update. Plans and specifications for the drainage project are being prepared. 120 <br />The project will require some property acquisition for the main channel and the 35E inlet, 121 <br />impacting two properties. In preliminary design, the channel is taking shape (map 122 <br />shown). He reviewed several overhead plan documents as well as side view. He noted 123 <br />that room for trails on both sides of the channel will be included in easements but are not 124 <br />funded. The project is on schedule. 125 <br />6. Cedar Street East – City Engineer Hankee explained that the cities of Hugo and 126 <br />Lino Lakes have been discussing the pavement of roadways. She reviewed the current 127 <br />conditions of the roadway on Cedar Street and noted the disadvantages of a having a 128 <br />highly traveled gravel roadway. Staff is also looking at improving the portion of the 129 <br />roadway that is currently paved. Ms. Hankee then reviewed the existing conditions on 130 <br />Elmcrest/24th Avenue. 131 <br /> 132 <br />Mayor Reinert asked where Cedar Street would have turned up within the City’s 133 <br />Pavement Management Plan. Ms. Hankee indicated that she will be reviewing that plan 134 <br />as the next item. He asked what triggers the need coming forward now and Ms. Hankee 135 <br />noted Tart Lake Road issues and other access and use matters. Also maintenance is due 136 <br />again. 137 <br /> 138 <br />Mayor Reinert remarked that it appears that the sense of urgency may be more for the 139 <br />City of Hugo and it’s mostly their traffic impacted. If that’s the case, they should 140 <br />contribute more to the costs. 141 <br />7. Annual Pavement Management Report and 2019 Mill and Overlay - City 142 <br />Engineer Hankee presented information on the City’s annual Pavement Management 143 <br />Plan. Data is used to produce the pavement condition map. Staff also uses the data to 144 <br />determine streets that will benefit from maintenance and when that will be most effective. 145 <br />She reviewed those streets proposed for the 2019 Mill and Overlay Project. Crack 146 <br />sealing and other maintenance is also included in the budgeted funds for street 147 <br />maintenance. 148 <br />8. Comp Plan Update- Community Development Director Grochala reviewed 149 <br />proposed changes to date. He then explained that, based on council direction, staff has 150 <br />been working through changes regarding mixed use development parameters and use of 151 <br />the PUD process. He reviewed the proposed changes coming forward as included in the 152 <br />staff report. 153 <br /> 154 <br />If the council is comfortable with the changes, staff would like to bring the plan back to 155 <br />the Planning and Zoning Board for their review and a public hearing (and possibly an 156 <br />open house). Ultimately the Plan goes out to other jurisdictions for review. 157
