The following <br />documents were reviewed: <br /> <br />• Preliminary Construction plans received January 14, 2019. <br />• Preliminary Plat prepared by Loucks, revised on January 29, 2019. <br />• Geotechnical Evaluation Report prepared by Braun Intertec, dated May 12, 2006. <br />• Stormwater Management Report prepaired by AJA Inc., dated January 10, 2019. <br />• Wetland Delineation Report prepared by Kjoulhaug, dated August 1, 2018. <br />• Landscaping Plan prepared by Wold, revised January 14, 2019. <br /> <br />The following are our review comments that should be responded to in writing by the applicant. <br /> <br />Engineering <br /> <br />• General <br /> <br />The Lyngblomsten project is proposed on a 20.74 acre site at the northwest corner of the Hodgson <br />Road (CSAH 49) and Ash Street (CR J) intersection. The City completed a master plan of this area and <br />the area to the east of Hodgson in 2006. This development meets the goals of the master plan. <br /> <br />Comments: <br />1. Xcel Energy has overhead power along the east side of the site. The applicant shall <br />work with Xcel on a design to relocate. <br />2. The Civil plans have multiple layers turned on, specifically the utility sheets. The <br />applicant should turn off background layers. <br /> <br />• Grading Plan <br /> <br />The Lyngblomsten development is proposing grading of the entire site in one phase. This includes <br />protection of an existing wetland, grading a new storm water pond, and grading roadway and site pads. <br /> <br />1. The applicant shall call out the emergency overland flow (EOF) elevation (with a flow <br />arrow) on the grading plan for the proposed pond and the existing wetland. The EOF <br />should be 1 foot above the HWL and 3.0 feet below the lowest adjacent building <br />opening elevation. <br />2. The applicant shall call out the EOF elevations (with a flow arrows) on the grading plan <br />for all catch basin low points. The EOF should be 1.0-foot below the lowest adjacent <br />building opening elevation. <br />3. Building low floor elevations should be shown on the grading plan sheets. <br />4. The applicant should label the 10:1 safety bench on the proposed pond.
