MEMORANDUM 3 <br />At the tallest point in the Independent Living wing, the building height is four stories. The four-story building complies with <br />the ordinance requirements and is 43 feet high, with the parapet there are elements at up to 48 feet high. While the 5-foot <br />parapet is above the height of parapet that is exempted from the height definition, staff notes that the building could be up <br />45 feet high with a 4-foot parapet (49 feet) and the proposed building height is less than that allowed by ordinance. <br /> <br />The building has a mix of stone/masonry, metal siding, composite siding and glass on all four elevations. The apartment <br />complex pulls together the different design elements from both the cottages and the club house to create a neighborhood <br />that is cohesive and well designed. The Zoning Ordinance requires that a minimum of 33% of each building face be brick, <br />stucco or stone and that calculation shall not include the area devoted to windows, entrance doors, garage doors or roof <br />areas. It appears that the elevations comply with these standards, but we recommend attaching a condition that the <br />calculations be revised as required by the Zoning Ordinance to ensure compliance. The building was designed to provide <br />this mix of materials on all four elevations to provide “four-sided architecture” as required by the Master Plan. <br /> <br />The mix of materials with vertical elements of varying heights creates and interesting streetscape. The footprint of the <br />building has a number of jogs and the varying heights of the different wings all help to reduce the mass of the building and <br />provide good transitions within the development and the neighborhood. <br /> <br />Commercial <br /> <br />No architectural details were provided for the restaurant or commercial buildings in Phase 2 and 3 of the project. The PUD <br />should include development standards consistent with the Master Plan. Final design details could be approved when <br />development is proposed. <br /> <br />Summary <br /> <br />The proposed development is consistent with the architectural standards envisioned by the Master Plan and does comply <br />with the height and building material standards in the Zoning Ordinance. The applicant has worked to respond to the city <br />feedback and create a quality development for this gateway to the city. <br />
