<br />WS – Item #3 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br /> <br />Date: March 4, 2019 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: Elmcrest Avenue and Cedar Street Roadway Paving <br /> <br /> <br />Background <br /> <br />At the January 7, 2019 work session Council directed staff to meet with the City of Hugo <br />and negotiate the cost share split for the Elmcrest Avenue and Cedar Street Roadway <br />Paving. In addition staff was directed to ask Hugo to consider eliminating the hunting <br />restrictions on the north end of Bald Eagle Lake as part of the consideration. <br /> <br />On Feb 5, 2019 staff met with Hugo representatives to discuss the project. Hugo <br />provided background on their hunting restrictions. This is a serious public safety issue for <br />them and they were very clear that elimination of the restrictions are not an option. <br />Recognizing that Lino Lakes, in addition to paving the gravel portion of Cedar Street, <br />would need resurface the existing paved portion, Hugo agreed to cover the cost of the <br />Elmcrest Avenue paving. <br /> <br />The proposed Cedar Street project includes the reclaimation of the existing paved section <br />from Otter Lake Road east approximately 1,340 feet and paving the gravel section <br />approximately 1,340 feet. The Cedar Street project total estimated project cost is <br />$490,000. <br />Funding for the project is proposed through the street reconstruction fund. This fund was <br />established for arterial street reconstruction. Approximately $247,500 of the fund balance <br />is from special assessments for Cedar Street reconstruction collected from abutting <br />developments. The $242,500 of remaining costs could be funded through state aid. <br /> <br />If the Council would like to move forward with the proposed cost share staff will draft a <br />Joint Powers Agreement between the two Cities for Council consideration. <br /> <br />Requested Council Direction <br /> <br />Provide staff direction regarding the proposed Joint Powers Agreement and funding. <br /> <br />Attachments <br /> <br />1.
