<br />WS – Item 4 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item <br /> <br /> <br />Date: March 4, 2019 <br /> <br />To: City Council <br /> <br />From: Kyle Leibel, Deputy Public Safety Director <br /> <br />Re: Blue Heron Days Parade <br /> <br /> <br />Background <br /> <br />The Blue Heron Days parade route has historically been on Lake Drive, from Market <br />Place Drive to James Street. In order to detour traffic in manner that is safe and efficient, <br />Lake Dr. is closed to all non-parade traffic for the parade at Apollo Drive on the south <br />end and Main Street on the north end. The road closure starts at approximately 10:30 <br />AM and historically has re-opened at approximately 1:00 PM. The road closure is ended <br />once all parade traffic is off the road and pedestrian traffic has diminished to level that is <br />safe to allow normal traffic to return to Lake Drive. <br /> <br />Throughout the years, the closure of Lake Drive for the parade has greatly limited <br />residents from the following Lino Lakes streets from leaving/returning to their <br />neighborhoods: <br />- 77th St. W. <br />- Carole Dr. <br />- Oak Ln. <br />- Knoll Dr. <br />- Lois Ln. <br />- Kelly St. <br />- Jane Ave. <br />- Wayne Ct. <br />- Timothy Ct. <br />- Sheila Ave. <br />- Both sides of Lake Dr. throughout the parade route <br /> <br />This closure affects the residents of 218 homes and approximately 15 businesses. <br /> <br />There have been residents who have expressed their concerns to staff and Council <br />Members in the past regarding the lack of access. The concerns of residents have <br />increased in the past two years because of the lack of access to their neighborhood with <br />the closing of the Gracewood Assisted Living driveway. Prior to Gracewood being <br />constructed, public safety staff allowed limited access to residents and vendors of the <br />Lino Lakes Business Expo to pass through the open lot between Marketplace Dr. and <br />77th. Though this was not ideal, it was a way of making it work. Once Gracewood
