CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: January 28, 2019 <br />TOPIC: Consideration of Resolution No.19-12, Ordering the Project, <br />Approving Plans and Specifications, and Authorizing Advertisement <br />of Bids for Civic Complex Roof Replacement Project, Rick <br />DeGardner <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The Civic Complex roof sustained significant hail damage in 2017. All sections of roof <br />throughout the entire facility are in need of replacement. Staff has been working through the <br />process in coordination with the League of Minnesota Cities Insurance Trust. <br />The replacement of all standing seam metal roof areas will be covered by insurance. With the <br />rubber membrane of the ballasted roof areas (flat sections) approaching the average life <br />expectancy of 20-25 years (Civic Complex constructed in 1999), we are recommending <br />replacing all roof sections. This will allow the membrane of the lower roof areas to be installed <br />higher up the sloped roof areas prior to installation of the new standing seam roof. This ensures <br />that the roof areas are adequately transitioned and water tight prior to the installation of all metal <br />components. We will be bidding out the replacement of the ballasted roof areas as a separate line <br />item. The City Council has set aside $311,000 for the portion of the project that will not be <br />covered by insurance. <br />Roof Spec, Inc. has designed the new roof system and prepared a project manual with job <br />specific references to the roof areas.
