Section 14. Powers and Duties of the Commission: The Commission shall have advisory powers and shall be subordinate to the Village Council. Any powers other than advisory powers shall be only as directed by the Council. The following advisory powers shall become the duty of the Commission: A. To gather information concerning the conditions and trends in the quality of the environment, both current and prospective, with the purpose of determining whether such conditions and trends are interfering or are likely to interfere with the goals of the Village as established by the purpose of this ordinance, and report to the Council. B. To develop and recommend to the Council policies to foster and promote the improvement of environmental quality, and meet the conservation, social, economic, health, and other requirements and goals. C. To make studies, surveys, investigations, research, and analysis relating to ecological systems and environmental quality and report its findings to the Council. D. To document and define changes in the natural environment, including the plant and animal systems, and to accumulate necessary data and other information for a continuing analysis of these changes or trends and an interpretation of their underlying causes, and report any S`.Z^1: findings to the E. To make and furnish such studies or reports thereon, and recom- mendations with respect to matters of policy and legislation as the Council may request. Section 15. Village Officials to Cooperate: All Village officials, department heads, employees and appointees are requested to cooperate with the Commission and render all reasonable assistance.
