Section 14. Powers and Duties of the Commission: The Commission shall have <br />advisory powers and shall be subordinate to the Village Council. Any <br />powers other than advisory powers shall be only as directed by the Council. <br />The following advisory powers shall become the duty of the Commission: <br />A. To gather information concerning the conditions and trends in the <br />quality of the environment, both current and prospective, with the <br />purpose of determining whether such conditions and trends are <br />interfering or are likely to interfere with the goals of the <br />Village as established by the purpose of this ordinance, and report <br />to the Council. <br />B. To develop and recommend to the Council policies to foster and <br />promote the improvement of environmental quality, and meet the <br />conservation, social, economic, health, and other requirements and <br />goals. <br />C. To make studies, surveys, investigations, research, and analysis <br />relating to ecological systems and environmental quality and <br />report its findings to the Council. <br />D. To document and define changes in the natural environment, including <br />the plant and animal systems, and to accumulate necessary data <br />and other information for a continuing analysis of these changes or <br />trends and an interpretation of their underlying causes, and report <br />any S`.Z^1: findings to the <br />E. To report not less than once each year it a Council on the state <br />and condition of the environment in the and to report on the <br />work of the Commission. <br />F. To make and furnish such studies or reports thereon, and recom- <br />mendations with respect to matters of policy and legislation as <br />the Council may request. <br />Section 15. Village Officials to Cooperate: All Village officials, department <br />heads, employees and appointees are requested to cooperate with the Commission <br />and render all reasonable assistance. <br />Passed and adopted this <br />Attest: <br />day of <br />, 1971. <br />Mayor <br />Clerk Treasurer <br />
