the court may order consistent with the provisions of this <br />franchise. <br />Subd. 5. The rates determined under Section 8 <br />or this Section are the "Metro Area Rates". <br />Section 10. RATE MAKING: DEFINITIONS. Subdivision <br />1. For the purposes of this ordinance, the terms defined <br />in this section have the meanings given them. <br />Subd. 2. "Allowable Annual Return" means the product <br />obtained by multiplying the Allowable Rate Base by the <br />Allowable Rate of Return. <br />Subd: 3. "Allowable Rate of Return" means <br />the weighted average actual cost for the year of filing of <br />1) Senior Capital of Company and its utility subsidiaries <br />and 2) the Allowable Return on Common Equity. The weight to <br />be given to each class of capital shall be based on Company <br />and its utility subsidiaries' actual average outstanding <br />amount of each class throughout the year of filing. <br />Subd. 4. "Allowable Return on Common Equity" means <br />that return on common equity capital determined pursuant to <br />Section 12. <br />Subd. 5. "Senior Capital" means all debt, including <br />short-term debt, and preferred stock. <br />Subd. 6. "Cost of Senior Capital" means the <br />weighted average cost of all senior capital, where the <br />cost of each issue is obtained by multiplying the principal <br />amount of the issue by the interest rate in the case of <br />12 <br />
