Subd. 5. "Executive Committee" or "Committee" <br />means the committee appointed by the Authority. The <br />Committee shall consist of not more than 15 members. The <br />Committee shall have those powers specified in this <br />franchise and those delegated to it by the Authority <br />pursuant to the joint agreement. <br />Subd. 6. "Party" means the Municipality, the <br />Authority or Company. <br />Subd. 7. "Person" may extend and be applied to <br />bodies politic and corporate, and to partnerships and other <br />unincorporated associations. <br />Subd. 8. "Notice" means a writing served by any <br />party or parties on any party or parties. In the case of <br />Company, notice shall be mailed to an officer thereof at <br />414 Nicollet Mall, Minneapolis, Minnesota. In the case of <br />Authority, notice shall be mailed to the Rate Administrator. <br />In the case of Municipality, notice shall be mailed to the <br />Municipal Clerk. <br />Subd. 9. "Rate Administrator" means a professional <br />person qualified and experienced in public utility <br />regulatory matters. The Rate Administrator is appointed <br />by the Authority. <br />Section 3. GRANT. Subdivision 1.
