Municipality will be recovered by Company as a surcharge <br />to such rates within the Municipality. Ad valorem taxes <br />may not be recovered by a surcharge. Such surcharge will <br />be equitably distributed among electric customers in the <br />Municipality. <br />Section 8. RATE CHANGES. Subdivision 1. Company <br />may change its rate structure by changing classification <br />of rates, the number of blocks, size of blocks, the price <br />differential between blocks, or by adding a new classification <br />of rates or by closing or withdrawing any existing rate <br />classification or schedule. Any such change which does <br />not result in a higher rate for an existing customer may <br />be made upon twenty days notice to the Rate Administrator <br />and shall be supported by data showing the desirability <br />of the change and the reasonableness thereof. Other changes <br />in rate structure shall be made under Subd. 2 of this <br />section. <br />Subd. 2. The rates contained in Appendix A shall <br />remain in effect until March 15, 1974. On or before <br />February 1, 1974, and thereafter on or before February 1 <br />of each year during the term of this ordinance, Company <br />shall file notice with the Authority that it will either <br />continue, decrease, or increase the rates or continue or <br />change the rate structure which will become effective <br />on bills rendered on and after March 15 of that year, to <br />enable Company to realize Actual Net Earnings during the <br />
