EDA MINUTES June 13, 2016 <br />APPROVED <br />1 <br />DATE : June 13, 2016 <br />TIME STARTED : 6:05 p.m. <br />TIME ENDED : 6:18 p.m <br />MEMBERS PRESENT : EDA Members Kusterman, Reinert, Rafferty, <br />Maher, Manthey <br />MEMBERS ABSENT : None <br />OTHERS PRESENT: : Community Development Director Michael <br />Grochala; <br />City Clerk Julie Bartell <br /> <br />The meeting was called to order at 6:05 p.m. by EDA Vice President Rafferty. <br /> <br />CONSIDERATION OF THE MINUTES OF APRIL 11, 2016 <br /> <br />Economic Development Authority (EDA) Member Manthey moved to approve the April 11, <br />2016 minutes. EDA Member Maher seconded the motion. Motion carried on a voice vote. <br />EDA Members Reinert and Kusterman were absent. <br /> <br />PUBLIC HEARING AND CONSIDERATOIN OF RESOLUTION NO. 16-03, <br />APPROVING AMENDED AND RESTATED BUSINESS SUBSIDY POLICY <br /> <br />Michael Grochala, Community Development Director, reviewed the written staff report. He <br />noted that this will be a public hearing. <br /> <br />Julie Eddington, Kennedy & Graven, public finance counsel to the EDA, addressed the group. <br />In 2001 the state adopted a Business Subsidy Act and the city followed and amendments have <br />occurred since that time. Currently there are additional requirements to be included (reviewed <br />substantive changes); other changes are minor wording. This brings the city’s policy- up to date <br />with the state. There is a requirement to hold a public hearing before each city entity (the <br />council and the EDA). <br /> <br />The Chair was turned over to President Kusterman. <br /> <br />EDA Member Reinert asked what the city wage goal will be. Ms. Eddington replied that it <br />would 110% of the federal minimum wage. He asked if that is mandatory. Ms. Eddington <br />explained that both the job goal and wage goal are tied to the groups stated main purpose of the <br />document. They are goals and therefore it is not mandatory to reach them. <br /> <br />EDA Member Rafferty asked why all of Section 4 is deleted and Ms. Eddington explained that <br />the goals included therein are no longer needed. <br /> <br />EDA Chair Kusterman opened the public hearing. <br /> <br />There being no one present wishing to speak, the public hearing was closed. <br /> <br />EDA Member Manthey moved to approve Resolution No. 16-03 as presented. Council Member <br />Maher seconded the motion. Motion carried on a voice vote. <br />
