Minneapolis, Minnesota 55454 (612)332-0421 <br />February 17, 1981 <br />Mr. Gary Bathke, Chairman <br />Planning and Zoning Board <br />City of Lino Lakes <br />1189 Main Street <br />Lino Lakes, MN 55014 <br />Re: Glenn Rehbein; Request for Rezoning <br />Dear Mr. Bathke: <br />I have reviewed the "Sketch Plan" (dated February 3, 1981) for the proposed <br />industrial park and have discussed it briefly with the developer's representative <br />Harvey Karth. The following comments are intended to address only the more <br />general aspects of the Sketch Plan as plan refinement (required in Section 5.03) <br />should provide us with the level of detail necessary to more thoroughly review the <br />industrial park plan. <br />1. Zoning Classification: The developer is proposing to rezone the entire 55 <br />acres from Commercial and Residential to Light Industrial (21 lots) and <br />Heavy Industrial (3 lots). As mentioned in previous reviews (December 11, <br />1980 and November 25, 1980), this area appears to be generally suited for <br />Light Industrial or Commercial use. Therefore, I would recommend a <br />rezoning to Light Industrial when the industrial park site plan meets the city's <br />approval and other assurances are met. And further, I would recommend that <br />the city not rezone to Heavy Industrial at this time unless the developer has <br />specific proposals for lots 12, 13 and 14. Rezoning the property to Light <br />Industrial will provide the city with more control over proposed uses. <br />2. Layout: The conceptual lot and street layout illustrated on the Sketch Plan <br />appears to be generally workable; as it allows opportunities for small business <br />(on 1 to Di acre lots) and/or large business (on larger lots or assemblages of <br />smaller lots). The minimum lot size for a sewered area is 22,500 square feet <br />and has been met. The minimum lot size for an industrial use in an <br />unsewered area must be established in a Special Use Permit. <br />With the exception of the following four comments, I would recommend that <br />the developer be encouraged to refine his industrial park layout plan in <br />pursuit of the Light Industrial rezoning. <br />a. How will lot 5 (north of County Ditch 10) be provided access and how <br />might it be developed. <br />
