Planning & Zoning Board <br />April 10, 2019 <br />Page 4 <br />Katie Larsen, City Planner, presented the staff report. <br />Mr. Evenson asked for clarification regarding the fence along 35E. Staff is <br />recommending color treated wood. <br />Mr. Evenson asked if both sides of the discussed solar fence are solar panels. Ms. <br />Larsen stated the A frame would be on top of the berm with panels on both sides. <br />Mr. Stimpson asked for clarification on the proposed noise barrier wall verses the <br />noise barrier going up along 35W. Ms. Larsen stated a noise study was completed and <br />a recommendation was made. <br />Ms. Peacock asked what the timeframe is for staff conversations regarding the solar <br />panel wall. Ms. Larsen stated a review will take place if the applicant submits an <br />application. <br />Chair Tralle asked why staff is recommending color treated fence because color <br />fades. Ms. Larsen stated for aesthetic reasons. <br />Roger Hokanson stated he would like to keep the solar panels in conversation; the <br />State was in favor and would like to use it as a test. <br />Ms. Peacock asked about debris coming off the highway and the solar panels. Mr. <br />Hokanson stated the panels are warrantied. <br />Mr. Hokanson stated the house currently on the property will come down and will be <br />vacant by the end of April. Mr. Hokanson is in conversation with the Fire Chief <br />regarding burning the house down. <br />Mr. Ruhland made a MOTION to approve Eastside Villas PUD Final/Final Plat. <br />Motion supported by Mr. Evenson. Motion carried 5-0. Mr. Laden abstained. <br />C. Lakewood Apartments (705 Town Center Parkway) Exterior Materials <br />Ms. Larsen presented the staff report. <br />Mr. Laden stated he sees this part of the development having an urban feel and the <br />horizontal siding gives a residential feel. He suggested using horizontal siding as an <br />accent. <br />Mr. Stimpson agrees with Mr. Laden. Mr. Stimpson suggested using some <br />characteristics of the townhomes and brick. <br />Mr. Ruhland asked if the City can require material to go vertical and horizontal. <br />Mr. Root stated reducing the current architecture features would be a mistake. <br />DRAFT MINUTES <br />
