Resident Requests –Land Use Changes <br />D.Arthur S. Hawkins Trustee and Ellen E. Hawkins Trustee <br />i.Request is to guide the property Mixed Use instead of Permanent Rural and to <br />change the Utility Staging from No service area to 1A. <br />ii.Due to the properties location in relation to existing municipal services staff <br />does not recommend a change in the utility staging at this time. <br />i.The 2040 Comprehensive Plan no longer has a Mixed Use district. Reclassifying the property <br />to Signature Gateway or other commercial designation is not recommended given the close <br />proximity to Otter Lake. <br />ii.Future consideration may be given to a low to medium density residential classification <br />consistent with proposed post 2040 (Full Build) surrounding land uses. As the city continues <br />to work with Anoka and Ramsey counties on possible County Road J improvements, we will <br />evaluate the impact on adjacent parcels. <br />iii.Staff would support a change to the Planning District 3 text to add a new bullet “As the City <br />continues to work with MnDOT, Anoka County and Ramsey County on proposed County <br />Road J improvements and an upgrade to a full interchange to I-35E, the city will evaluate <br />possible plan land use changes in the area”
