CITY COUNCIL WORK SESSION March 4, 2019 <br />APPROVED <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : March 4, 2019 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 9:10 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : Council Member Maher 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; City Planner Katie 12 <br />Larsen; Public Services Director Rick DeGardner; City Engineer Diane Hankee. 13 <br />1. 12th Avenue Trail – City Engineer Hankee noted that the council is considering a 14 <br />trail connection in this area as requested by area residents. Based on preliminary design 15 <br />work and meeting with property owners in the area, options have been identified: east 16 <br />side with existing ditch system; east side with adding curb and gutter along 12th Avenue; 17 <br />and west side at 12th Avenue. Staff did engage residents in establishing these options and 18 <br />on drainage issues. Ms. Hankee noted cost estimates and said that staff would like to 19 <br />discuss financing options with the council; staff is recommending that the council 20 <br />consider funding as part of 2020 budget discussions. 21 <br /> 22 <br />Council Member Manthey remarked that he appreciates the willingness of the property 23 <br />owners to get this project done. The cost has come in higher than expected. 24 <br /> 25 <br />Mayor Reinert asked if there is any other work in that area in the foreseeable future and 26 <br />Community Development Director Grochala said nothing with the street there; something 27 <br />further down. The council will have to discuss this project as part of next year’s budget. 28 <br /> 29 <br />Council Member Rafferty remarked that the situation is unique; there’s traffic and speed 30 <br />and a safety situation that has been brought to the council’s attention. 31 <br /> 32 <br />A resident noted that getting to the park is a big part of the situation but there are also a 33 <br />lot of people walking dogs; she noted also that there is quite a drop off. 34 <br /> 35 <br />Council Member Stoesz asked if it would be feasible to make the shoulder of the road 36 <br />wider as a temporary project. Ms. Hankee said that was considered but wasn’t identified 37 <br />as a good fix for the long term and for the cost. 38 <br /> 39 <br />Mayor Reinert asked that the matter come back to the council at the May work session to 40 <br />keep it on the radar. He explained for the residents who were present how the city 41 <br />collects a park dedication fee. The residents asked where their park dedication funds 42 <br />went and Mr. Grochala said probably Birch Park and Holly trail. 43
