COUNCIL MINUTES <br />April 22, 2019 <br />APPROVED <br />87 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />88 <br />89 6A) Consider 2nd Reading of Ordinance No. 0749 Approving Rezoning for Lyngblomsten — <br />90 City Planner Larsen reiterated the purpose of the ordinance, noting that this is a request for second <br />91 reading and passage of the ordinance. <br />92 Council Member Stoesz moved to waive the full reading of Ordinance No. 07-19. Council Member <br />93 Manthey seconded the motion. Motion carried on a voice vote. <br />94 Council Member Maher moved to approve the 2nd Reading and passage of Ordinance No. 07-19 as <br />95 presented. Council Member Manthey seconded the motion. Motion carried: Yeas, 5; Nays none. <br />96 6B) Eastside Villas: i. Consider Resolution No. 19-48 Approving PUD Final Plan/Final Plat; <br />97 ii. Consider Resolution No. 1949 Approving Development Agreement and Planned Unit <br />98 Development Agreement — City Planner Larsen reviewed a PowerPoint presentation outlining the <br />99 following: <br />100 - Background, elements; <br />101 - Land Use Application; <br />102 - Aerial Map indicating location; <br />103 - Preliminary Plat; <br />104 - Housing options; <br />105 - Noise fence and berm; <br />106 - Park dedication fees. <br />107 <br />108 Mayor Reinert asked the developer (present) about the sale price for the units. Mr. Hokanson indicated <br />109 the price will be in the range of $349,000. <br />110 <br />111 Council Member Maher pointed out a language concern ("No garage shall not protrude... ") in design <br />112 standard 2b. Staff will correct that language. <br />113 Council Member Manthey moved to approve Resolution No. 19-48 as amended to reflect a correction <br />114 to the second resolved clause, Item 2b. Council Member Maher seconded the motion. Motion carried <br />115 on a voice vote. <br />116 Council Member Manthey moved to approve Resolution No. 19-48 as presented. Council Member <br />117 Stoesz seconded the motion. Motion carried on a voice vote. <br />118 60 Consider Resolution No. 19-50 Approving Participation in Anoka County CDBG and <br />119 HOME programs - Community Development Director Grochala reviewed his written staff report <br />120 requesting that staff be authorized to continue the City's participation in the Community <br />121 Development Block Grant (CDBG) and HOME programs, continuing that participation for four <br />122 years. <br />123 Council Member Stoesz asked if the programs benefit homeowners directly in any way? Mr. <br />124 Grochala said there are programs at the county level that can be accessed by homeowners directly. <br />125 Council Member Stoesz suggested that information be included on the City website. <br />3 <br />
