(3) <br />five (5) feet of a lot line provided said balconies do not <br />extend over driveways. Breezeways, detached outdoor picnic <br />shelters, open arbors, trellises and detached outdoor living rooms <br />may extend to wn five (5) feet of a side or rear lot line except <br />that no such structures shall exceed five hundred (500) square <br />feet. Covered porches may extend twenty (20) feet into the rear <br />yard but not closer than ten (10) feet from the rear lot line. <br />On a corner lot, nothing shall be placed or allowed to grow in such <br />a manner as materially to impede vision between a height of two <br />and one-half (2-1/2) feet and ten (10) feet above the centerline <br />grades of the intersecting right-of-way lines. <br />(4) In rear yards: Recreational and laundry drying equipment, picnic <br />tables, detached outdoor living rooms, and outdoor eating facili- <br />ties, provided these are not less than five (5) feet from any lot <br />line. <br />(5) Height limitations shall not apply to barns, silos, and other <br />structures on farms, to church spires, belfries, cupolas, windmills <br />and solar energy devices, monuments, chimneys and smokestacks, <br />flag poles, public and private utility facilities, transmission <br />towers or commercial and private radio broadcasting stations, <br />television antennae, and parapet walls extending not more than <br />four (4) feet above the limiting height of the building except as <br />hereinafter provided. <br />(6) In any yards: Terraces, steps, exposed ramps (wheelchair), <br />uncovered porches, decks, stoops, or similar features provided <br />they do not extend above the height of the ground floor level of <br />the principal structure or to a distance less than five (5) feet from <br />any side or rear lot line or twenty (20) feet of any front lot line <br />nor less than one (1) foot from any existing or proposed access <br />drive. Yard lights and name plate signs in residential districts, <br />trees, shrubs, plants, floodlights, or other sources of light illumi- <br />nating authorized illuminated signs, or light standards for illumi- <br />nating parking areas, loading areas or yards for safety and <br />security reasons, provided the direct source of light is not visible <br />from the public right-of-way or adjacent residential property. <br />Subd. 14. Vacated Streets. Whenever any street, alley, easement, or <br />public way is vacated by official action, the zoning district abutting the centerline <br />of the said vacated area shall not be affected by such proceeding. <br />Subd. 15. Residential Design Standards. All permitted residential <br />dwellings in the R, ER, R-1, R-2 districts shall meet the following design criteria: <br />(1) All structures shall have permanent concrete or treated wood <br />foundations which will anchor the structure, which comply with <br />the Uniform Building Code as adopted in the State of Minnesota <br />and which are solid for the complete circumference of the house. <br />(2) Sixty (60) percent of a residential structure shall have a minimum <br />width of 20 feet.
