Subd. 9. "R-5" Planned Unit Development (P.U.D.) District. <br />(1) <br />Purpose. The intent of the PUD district is to permit greater <br />flexibility and, consequently, more creative and imaginative <br />design for the development of residential, commercial or indus- <br />trial areas than are generally possible under conventional zoning <br />regulations. It is further intended to promote more economical <br />and efficient use of the land while providing a harmonious variety <br />of housing choices, a higher level of urban amenities, and preser- <br />vation of natural scenic qualities of open space. <br />(2) Permitted Uses. Any use permitted in the existing district where <br />the PUD is proposed shall be permitted in a PUD subject to the <br />criteria established in 1005.05 Subd. 4 of this ordinance. Addi- <br />tional or accessory uses may be allowed upon conditions adopted <br />by the review authority. However, no use shall be permitted <br />except in conformity with a specific and precise Final Develop- <br />ment Plan pursuant to the procedural and regulatory provisions <br />hereinafter set forth." <br />(3) Procedures for Application and Review. <br />(A) Preapplication Conference. It is the responsibility of each <br />applicant to confer with the zoning official and interested <br />staff members in connection with the preparation of the <br />planned unit development application. It shall be the <br />responsibility of the zoning official to contact and invite the <br />department heads or appropriate persons to a joint meeting. <br />The general outlines of the proposal, evidenced schemati- <br />cally by sketch plans, are to be considered before submission <br />of the planned unit development application. Thereafter, <br />the zoning official shall furnish the applicant with his <br />written comments regarding such conference, including <br />appropriate recommendations to inform and assist the appli- <br />cant prior to his preparing the components of the planned <br />unit development application. <br />(B) Preliminary Development Plan. The developer shall be <br />required to submit ten (10) copies of the following exhibits, <br />written information, maps and plans to the city: <br />(i) A legal description of the total site proposed for <br />development, including a statement of present and <br />proposed ownership and present and proposed zoning. <br />(ii) A statement of planning objectives to be achieved by <br />the PUD through the particular approach proposed by <br />the applicant. This statement should include a des- <br />cription of the character of the proposed development <br />and the rationale behind the assumptions and choices <br />made by the applicant. <br />
