<br />WS – Item #3 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br /> <br />Date: June 3, 2019 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: Cedar Street Project Update <br /> <br /> <br />Background <br /> <br />On March 25, 2019 the City Council authorized the preparation of plans and <br />specifications for the Elmcrest Avenue and Cedar Street Roadway Paving project. The <br />project includes paving Elmcrest Avenue from Tart Lake Road to the south a distance of <br />2,300 feet, and Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. <br />The City also entered into a Joint Powers Agreement with the City Hugo for cost sharing <br />of the project. The City of Hugo is funding the Elmcrest Avenue improvements and the <br />City of Lino Lakes is funding the Cedar Street improvements. <br /> <br />The estimated project cost for Cedar Street was $490,000. Funding for the project is <br />planned through the street reconstruction fund in the amount of $247,500 and state aid <br />funds in the amount of $242,500. <br /> <br />The geotechnical analysis for the project was recently completed. The gravel section of <br />the Cedar Street roadbed has underlying organics and peat for a good portion of the <br />roadway. The depth of the organics or peat is up to 11 feet below the surface. Removing <br />the organics and peat is beyond the original scope of the proposed grading project. It is <br />estimated that removing all the underlying materials would cost an additional $300,000. <br /> <br />Paving the gravel portion of the roadway as planned, while typical of existing roadways <br />that are of 5-ton design, does leave the roadway prone to settlement and heaving. This <br />will require additional maintenance overtime to mitigate the issue. Staff recommends <br />adding spot subgrade replacement near the surface and additional gravel. The described <br />additional measure is estimated to add $40,000 to the project. <br /> <br />At the July 8, 2019 Council meeting staff will present the bids for Council consideration. <br />Note the Minnesota Department of Transportation recently sent out a notice that <br />construction costs have risen, and to expect anywhere from a 10-20% increase in cost. <br /> <br />Requested Council Direction <br /> <br />None required.
