<br />WS – Item 4 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br /> <br /> <br />Date: June 3, 2019 <br /> <br />To: City Council <br /> <br />From: John Swenson, Public Safety Director <br /> <br />Re: Blue Heron Days Parade Update <br /> <br /> <br />Update <br /> <br />LLPSD Staff has been in communication with Lino Lakes Target Management. This <br />proposal has been reviewed by the Target real estate management team who did not <br />approve of a trail being established in that location, citing safety concerns for pedestrians <br />and bicyclists due to the proximity of the trail to the loading docks. <br /> <br />Staff replied to Target’s real estate team asking if they’d consider the trail if it was closed <br />by a full-obstruction gate to prevent pedestrian and bicyclist traffic, but allow Police staff <br />to utilize the trail, as proposed, for the parade each year. Target’s Sr. Real estate manager <br />said they’d consider that proposal, but requested to see pictures of a few gate options that <br />they could review and choose from, information about curb-cut, dimensions of the trail, <br />information on when the work would be done, and additional information on the specific <br />timeframe the gate would be open and staffed each year. <br /> <br />LLPSD staff has requested assistance in answering Target real estate team’s specific <br />questions from Lino Lakes streets department supervisor and City Engineer. In addition <br />to getting answers to the Target team’s questions, streets dept. supervisor is getting a bid <br />for the work which will later be presented to Council for review. <br /> <br />Staff is aware that the modification to the original proposal offered to Target has not yet <br />been reviewed or approved by Council and staff has not committed to this new proposal <br />with Target in any way, rather, offered it as a possible option, pending Council approval. <br />LLPSD staff expects the bid(s) and answers to Target team’s questions by mid-June, <br />2019. <br /> <br />Attachments <br /> <br />March 4, 2019 W.S.
