<br />WS – 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br /> <br />Date: June 3, 2019 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br />Karissa Bartholomew, Human Resources Manager <br /> <br />Re: Environmental Coordinator Position replacement <br /> <br />Background <br /> <br />At the April 1, 2019 work session the City Council discussed the upcoming retirement of <br />Environmental Coordinator Marty Asleson after approximately 30 years with the City. At that <br />time staff proposed a transition plan that included a phased retirement pending backfill of the <br />Environmental Coordinator position. The City Council requested further review of the <br />Environmental Coordinator position prior to advertising the job opportunity. <br /> <br />Environmental Services Operation and Management Plan <br />In response to the direction provided at the April 1 work session staff has prepared the attached <br />draft Environmental Services Operation and Management Plan. The Plan outlines the <br />background of the position, City natural resource history and studies completed to date; an <br />assessment of environmental strengths and threats, as well as the activities and tasks undertaken <br />by the Environmental Coordinator position. <br /> <br />The Environmental Coordinator, under direction of the Community Development Director, <br />oversees four primary functional groups; Natural Resources, Forestry, Solid Waste and <br />Administration. As more specifically addressed in the plan, the position wears a number of hats <br />for the City and is a key member of city operational staffing. <br /> <br />Salary Adjustment <br />Staff recommends the position be filled, but at a reduced salary range. Lino Lakes’ current range <br />is $69,104 - $86,380. Staff is recommending a new salary range of $60,120 - $75,151. The <br />adjustment is based on a review of 17 similar positions in suburban metro communities. <br /> <br />Phased Retirement <br />Mr. Asleson’s last day of full time employment was April 26. Asleson began a phased <br />retirement to assist with the transition and is currently working at 75% time. <br /> <br />Upon filling the position, Asleson would work an additional two months, between 25% to 50%, <br />depending on the workload. Staff anticipates being able to bring in a new hire by the end of <br />August. <br /> <br />Staff will work within the current budget to execute the phased retirement and transition. <br /> <br />Requested Council Direction
