COUNCIL MINUTES June 10, 2019 APPROVED 90 There was no report from the Public Services Department. 91 92 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 93 94 6A) Saddle Club Fourth Addition: i. Consider Resolution No. 19-63, Approving PUD Final 95 Plat; ii. Consider Resolution No. 19-63, Approving PUD Final Plan/Final Plat — City Planner 96 Larsen reviewed a PowerPoint presentation including information on: 97 - Developer and proposed general plans; 98 - Map of location; 99 - Previous council actions (rezoning, 100 - Final plat approval is being requested; 101 - Transportation and Utility Connection; 102 - Park dedication fees; 103 - Planning & Zoning Board recommendation to approve. 104 105 Council Member Stoesz asked where the wetland bank credits are coming from. Staff indicated a 06 location outside of the City and provided an explanation of the wetland bank process. 107 Council Member Manthey moved to approve Resolution No. 19-48 as presented. Motion carried on a voice vote. 111 6B) Consider Resolution No. 19-67, Ordering Project, Approving Plans and Specifications and 112 Authorizing Advertisement for Bids, for the East Cedar Street & 24th Avenue/Eimcrest Avenue 113 North Improvement Project — WSB & Associaties representative Brian Bourassa reviewed the 114 request for approval of actions to move forward on these road projects. He reviewed the areas included 115 in the project. Some financial responsibility for the project will be covered by the City of Hugo since 116 the project area includes both cities. He explained the planned bidding process that should get the best 117 result. 118 Mayor Reinert remarked that this project will impact a couple of streets that really need work. In the ll 9 case of Elmcrest, the roadway runs through two cities and two counties; teaming up with Hugo is a 120 good way to address the needed work. The City has worked with Hugo on getting Cedar done as well. 121 The result is a sharing of costs. 122 123 Council Member Rafferty extended thanks to staff and the engineers of the City of Hugo for working 124 out a good project. 125 126 Council Member Maher moved to approve Resolution No. 19-67 as presented. Motion carried on a voice vote. 128 129 6C) Consider Resolution 19-71, Accepting Quotes and Awarding a Construction Contract 130 for Well No. 7 (Screened Test Well) - Community Development Director Grochala reviewed staff s 131 request to receive a quote and award a construction contract for this well project. The council was 3
