August 30, 1978 The special Budget hearing was called to order at 8:00 P.M. on August 30, 1978, by Mayor Karth. Council members present; Kulaszewicz, McLean, Schneider. Absent; Zelinka. This meeting is just to go over the figures as presented by the various department supervisors. There was a suggestion of paying the various board members a small salary or perhaps an estimated mileage amount. Mr. McLean was asked to take this to the Planning and Zoning Board for their reaction. Mr. McLean suggested that perhaps any amount put in this type of fund should be used for the placques. Money for this purpose should be added to the budget. The Clerk was instructed to recompute the Election Judges salaries. Since the Personnel Commission had not met to discuss salaries for 1979, that portion of the budget will not be discussed this evening. The Clerk was instructed to contact Mr. Locher on the $75.00 salary increase that was granted to Mr. Kirschbaum on the 1st of July. The Council wondered if this should have been granted. The Clerk is to also call Mr. McGowan on the long term disability insurance for members of the police department. The costs for the Errors and Ommission insurance and the premimum on the building insurance must be added. Mr. Schneider said for the 1979 budget there is to be no carry over. if money is not being spent in 1978, this year's budget will be adjusted and that money will put in 1979's budget. The police department proposed budget was discussed and the reasons for the increase. On the road budget, Mr. Volk had included his salary in that department. Since in 1978, Mr. Volk's salary was included in the general salaries, he was asked to split this out of the road budget salaries in order to afford a comparable compprison for 1979. Mr. McLean also suggested that the road budget be increased in the area of contracted services for the upgrading and maintenance of the•streets. signs The need for street/and street lighting was discussed as was the proposed ordinance requiring the developers to install the street lights. Mr. Volk had added the shop portion to each department. He was asked to put this in the same form as the 1978 in order to make comparables. There was some discussion on the status of the lift station. Mayor Karth will contact the MWCC for information on this. The Clerk was instructed to contact Mr. Zelinka for a special meeting of the Park Board for the discussion of their proposed budget figures. Mrs. Anderson is tie the 1978 projections into the cash flow and the planned income. The Council would like the 1978/79 figures on a more comparable basis. Mr. Schneider moved to adjourn at 10:00 p.m, seconded by Mr. McLean. Aye.
