The third budget hearing was called to order at 7:30 P.M. on September 27, 1978 by Mayor <br />Karth. Members present: Karth, Schneider, Zelinka. Members absent: Kulaszewicz, <br />McLean. <br />Mr. Schneider stated that he originally intended to have Jim Otto from Circle Pines here <br />tonight but due to the situation in Circle Pines this is not possible. <br />Mr. Schneider has been in contact with Mr. Donald Pass, former City Manager in Brooklyn <br />Center and now Chairman of the Metropolitan Stadium Commission. He would like to have <br />Mr. Poss attend the next budget meeting to explain what a City Manager is and what he does. <br />Mr. Schneider felt that all Council Members should be present to consider the budget and <br />whether or not the mill rate should be raised. <br />Mr. Schneider moved to have the City Clerk and Deputy Clerk record all daily activities <br />and have a listing of these activities ready for the October 19, 1978 special council <br />meeting. Mr. Zelinka seconded the motion. Motion declared passed. <br />Mr. Schneider will contact the League of Minnesota Cities to ask for their aid in writing <br />job descriptions for the Clerk and Deputy Clerk. <br />There was discussion about hiring one or two persons to attend meetings to take minutes <br />and transcribe them. Mr. Schneider moved to direct the Personnel Commission to recommend <br />a salary for a recording secretary for all City meetings. Mr. Zelinka seconded the motion. <br />Motion declared passed. <br />Mr. Zelinka moved to have the Clerk establish a tickler file to include as up to date file <br />of Letters of Credit for roads and similar items for Council approval for the October 10, <br />1978 Council meeting. Mr. Schneider seconded the motion. Motion declared passed. <br />The Deputy Clerk told the Council that a real estate company is selling a piece of prop- <br />erty at 1300 Birch Street. This property is a split off of a 40 acre piece and is less <br />than 2z acres. The Attorney handling the sale has requested a variance. Mr. Zelinka <br />moved to have the Deputy Clerk contact Attorney Locher and have him call each Council <br />Member end explain the reason for the variance and then call the Clerk and have her type <br />the variance. Mr. Schneider seconded the motion. Motion declared passed. <br />Mr. Schneider moved to continue the budget hearing until Thursday, October 5, 1978 at <br />7:30 P.M. Mr. Zelinka seconded the motion. Motion declared passed. <br />Mr. Schneider moved to adjourn at 8:45 P.M. Mr. Zelinka seconded the motion. Aye. <br />
