CITY COUNCIL WORK SESSION <br />June 24, 2019 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE June 24, 2019 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:27 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: Public Safety Director John Swenson; Community Development <br />12 Director Michael Grochala; Finance Director Sarah Cotton; City Engineer Diane Hankee; <br />13 City Clerk Julie Bartell <br />14 <br />15 Review Regular Council Agenda of June 24, 2019 — <br />16 <br />17 Items on the agenda were reviewed. <br />18 <br />19 Item 1 D - Mayor Reinert suggested that the permit to sell liquor (beer) at this year's City <br />20 Corn Roast be added back to the Consent Agenda for approval. The council discussed <br />21 the possibility of delaying a vote on the matter. Mayor Reinert remarked that a delay <br />22 might mean the vendor can't get everything in place in time for the event. The council <br />23 concurred to consider the matter at the council meeting. <br />24 <br />25 Item I —Peddler License for Clearway Community Solar —Council Member Stoesz had <br />26 contacted staff with a question about the Citys code requirement related to business <br />27 reputation. Specifically, the code indicates that a business should not have more than <br />28 three complaints with the Better Business Bureau and he believes there are more on this <br />29 company. <br />30 <br />31 City Clerk Bartell explained the difficulty of checking a business reputation with the tools <br />32 referenced in the Code (Better Business Bureau and State Attorney General's Office). <br />33 Those don't appear to be a good source for definitive information. Clerk Bartell asked <br />34 staff if the council would like staff to look at changing the language in the code or <br />35 removing it. Mayor Reinert indicated that he would prefer to continue business <br />36 reputation consideration as part of the code. There was some discussion about the type of <br />37 business/product of the applicant. <br />38 <br />39 Council Member Manthey said he's okay with this license based on the applicant passing <br />40 the background check but he's interested in the process for these licenses and how the <br />4l City can show the residents what is done for safety. <br />42 <br />43 Council Member Stoesz expressed concern that the City must have some standards for <br />44 looking at a business reputation. Staff should look at what other cities are doing. <br />45 <br />
