Form B-3 <br /> <br /> <br /> <br />REQUEST FOR PERSONAL SERVICE CHANGES <br /> <br /> <br /> <br /> <br />Department: <br /> <br />Elections <br />Supervisor: <br /> <br />Jeff Karlson <br />Position Title: <br /> <br />Election Judges <br />Budget Impact: $33,168 <br /> <br /> <br /> <br /> <br />Justification for change: <br /> <br />The City will have to administer up to four separate elections in 2020: <br /> <br />1) Special Election - February 11 (if more than two candidates file for vacated Anoka <br />County Commissioner seat); <br />2) Presidential Primary - March 3 (new this year, mandated by statute); <br />3) Primary Election <br />4) General Election <br /> <br />The cost of running an election is largely wages for the election judges (training and election <br />day wages). We must staff each of our seven polling locations for each of the 2020 elections. <br /> <br />Election administration includes providing absentee voting services at City Hall. Additional staff <br />(election judge pay @ $11 per hour) will be required at City Hall for several weeks prior to the <br />Presidential Primary and General Election. Staff is proposing 1 judge assistant for the <br />Presidential Primary and 2 judge assistants for the General Election. <br /> <br />State law mandates that the City will be reimbursed for costs associated with administering the <br />Presidential Primary. Staff has estimated a reimbursement value at $12,082, and has included <br />this amount in the General Fund Revenue Budget in Refund and Reimbursements. <br />21
