Form B-3 <br /> <br /> <br /> <br />REQUEST FOR PERSONAL SERVICE CHANGES <br /> <br /> <br /> <br /> <br />Department: <br />Public Safety – Police Division <br /> <br />Supervisor: <br />John Swenson, Public Safety Director <br /> <br />Position Title: <br />Investigative Assistant <br />Budget Impact: <br />$75,254 <br /> <br /> <br /> <br />Justification for change: <br /> <br />Staff is recommending that an Investigative Assistant position be created within the Police <br />Division to address workload issues currently effecting the Police Division. This position would <br />perform duties that are currently being handled with sworn staff but does not require sworn <br />personnel to perform the duties. This position would also serve to assist the front office during <br />increased service demands and staffing coverage. <br /> <br />Through the use of a non-sworn position in this manner staff is able to increase the availability <br />of sworn personnel in a cost effective manner. <br /> <br />Below is further information on the proposed position: <br /> <br />SUMMARY: <br /> <br />This position is responsible for performing background investigations; processing liquor, <br />tobacco, solicator and taxicab licenses; coordinating all forfeiture cases; receiving, storing, <br />retrieving and disposing of all property & evidence; tracking cases through the criminal justice <br />system; processing handgun permits, coordinate all discovery requests and assisting public <br />safety staff in a wide variety of duties. <br /> <br /> <br />ESSENTIAL DUTIES AND RESPONSIBILITIES: <br /> <br />Perform background investigations on new city employees and license applicants by running <br />criminal history checks and credit checks, contacting personal and professional references, etc. <br /> <br />Process new and renewal applications for all City licensing, ensuring that the applicants are in <br />compliance with statute and ordinance. <br /> <br />Research and answer complex questions regarding licensing. <br /> <br />47
