CITY COUNCIL WORK SESSION July 1, 2019 <br />APPROVED <br />45 <br />46 Council Member Rafferty asked for an estimate of credits (park dedication, road <br />47 improvement, etc) and Mr. Grochala said staff s current estimate is $300,000. <br />48 <br />49 At the next council meeting, the council will consider authorization for the Plan to move <br />50 forward. The associated contract, that includes many of the details, will come to the <br />51 council later in the month. <br />52 <br />53 2. Council Updates on Boards/Commissions, City Council <br />54 <br />55 Council Member Stoesz noted that a contract from Century Link will be coming to the <br />56 Council (per North Metro TV). <br />57 <br />58 3. Review Regular Agenda — The agenda was reviewed and the following items <br />59 discussed: <br />60 Item 3A, Settlement Agreement with Century Link —Administrator Karlson noted that <br />61 Century Link is required under their contract to continue build out of the cable system in <br />62 the City. Since Century Link is not interested in building out any additional cable <br />63 services, staff is proposing that the council authorize a settlement agreement on that <br />64 matter. Council Member Stoesz reviewed the details and indicated his support for the <br />65 settlement. <br />66 <br />67 Item 4A, Donation from Patriot Ride —Public Safety Director Swenson noted that a <br />68 member of the group will be coming to the meeting to make a donation, most likely <br />69 directed toward the police reserves. <br />70 <br />71 Item 6A and 6B — City Planner Larsen noted variance requests that were withdrawn. The <br />72 following two are coming forward for council consideration: <br />73 <br />74 - 6626 Enid Trail —Maps showed the plans for construction that included an <br />75 allowed ivew driveway; the dray was constructed larger than those plans by Sharper <br />76 Homes; applicant has provided arguments to consider a variance; Planning Zoning <br />77 reviewed it and recommends denial; staff recommends denial. <br />78 <br />79 Council Member Stoesz asked why the building inspector isn't a factor in identifying a <br />80 problem during the construction and staff explained that driveway width isn't currently <br />81 inspected; staff however did hold a builder's workshop to inform. <br />82 <br />83 - 6650 Enid Trail —applicant is Sharper Homes and they are requesting a variance <br />84 to impervious surface allowance to allow for a larger property. Staff is not finding any <br />85 hardship calling for a variance and is recommending denial of the variance request. The <br />86 Minnesota Department of Natural Resources and the Planning & Zoning Board have both <br />2 <br />
