STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />BACKGROUND: <br />CITY COUNCIL <br />AGENDA ITEM 1E <br />Lisa Hogstad-Osterhues, Deputy City Clerk <br />July 8, 2019 <br />Consider Resolution No. 19-86, Approving an Application <br />for a Temporary On -Sale Liquor License and Special Event <br />Permit during Blue Heron Days for the American Legion <br />Post 566 <br />Simple Majority (3/5 Vote Required) <br />American Legion Post 566 has applied for a Temporary On -Sale Liquor License and a <br />Special Event Permit during the Blue Heron Days Festival, August 15th - 17tn <br />The American Legion will be fencing off a portion of their property on the east and part <br />of the south side of their building. The Minnesota Alcohol and Gambling Enforcement <br />Division requires a 1 — 4 Day Temporary On- Sale Liquor License to allow the <br />consumption of alcohol in this outdoor area. The applicant is required to submit their <br />request to the City for local approval before the application is submitted to the state for <br />final consideration. <br />The American Legion has submitted to the City an application for a Special Event. The <br />application has been reviewed by staff, including the public safety department. The <br />applicant has been provided with a list of safety conditions. The applicant has agreed to <br />comply with the conditions and to address any other safety considerations that may arise. <br />Therefore, staff is presenting for city council consideration a resolution authorizing the <br />issuance of a Temporary On -Sale Liquor License and a Special Event Permit for the <br />American Legion Post 566. <br />RECOMMENDATION: <br />Approve Resolution No. 19-86 authorizing issuance of a 1-4 Day Temporary On- Sale <br />Liquor License and a Special Event Permit during Blue Heron Days for the American <br />Legion Post 566. <br />
