CITY COUNCIL <br />AGENDA ITEM 3D <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: August 12, 2019 <br />TOPIC: Second Amendment for VLAWMO JPA <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Vadnais Lake Area Water Management Organization (VLAWMO) is requesting approval <br />of a Second Amendment to the Joint Powers Agreement to allow the use of revenue bonds to <br />secure a loan from the Minnesota Pollution Control Agency (MPCA). <br />BACKGROUND <br />The VLAWMO Board authorized distribution of a Second Amendment to the JPA during its <br />meeting on June 26, 2019. This amendment would give VLAWMO authority to issue revenue <br />bonds up to $800,000 to secure an MPCA loan to finance a large project on Lambert Creek in <br />Vadnais Heights. The project would enable VLAWMO to remove bacteria, increase water <br />storage, and improve ecosystem functions. <br />VLAWMO would like to have all its member cities approve the amendment before their next <br />Board meeting on August 28 so they can move forward with the loan agreement with MPCA. <br />RECOMMENDATION <br />Approve the Second Amendment to the Joint Powers Agreement. <br />ATTACHMENTS <br />Second Amendment (2019) to the Joint Powers Agreement to Protect and Manage the Vadnais <br />Lake Area Watershed <br />
