The <br />plan must be reviewed, updated, and re -approved. <br />BACKGROUND <br />The City of Lino Lakes has historically worked with other cities in Anoka County, as well as <br />the county itself, in addressing the needs that present themselves when disaster strikes. In 2003, <br />the city passed a resolution entering into a formal All Hazard Mitigation Planning with Anoka <br />County. The purpose of the All Hazard Mitigation Plan are: <br />• To involve members of the county, cities, townships, public, private, and other agencies <br />to draft and adopt an action plan that serves as the blueprint for future development and <br />preparedness activities across the county. <br />• To identify the possible risks and hazards that may affect Anoka County through <br />systematic hazard identification and risk assessment process. <br />• To prioritize loss reduction and emergency preparedness activities for disasters. <br />• To determine areas within Anoka County that may be vulnerable to various hazards. <br />• To develop strategies and the best practices to avoid and mitigate the impact of hazards. <br />In 2007, a plan was officially approved and has since been reviewed and updated by all those <br />entities involved. The Federal Emergency Management Administration (FEMA) requires this <br />plan to be reviewed. One of the steps in this approval is that each of the participating cities <br />must re -approve their involvement in the plan. In order for a city to receive federal disaster <br />assistance, they must have an approved All -Hazard Mitigation plan. By adopting the Anoka <br />County 2019 All Hazard Plan, we will have met this federal requirement. This is also a <br />requirement for the City of Lino Lakes to be eligible for various FEMA grants that may come <br />up that would be utilized for mitigation projects. <br />Approval to participate in the ongoing plan does not restrict the city from developing one <br />independently, nor does it prevent the city from applying for grants independent of other Anoka <br />County government entities. Approval of the plan provides an avenue to define strategies and <br />resources to address the effects of a disaster, and it is drafted and designed with the agencies <br />and personnel we would most likely utilize in the event a disaster strikes Lino Lakes. <br />Attached to this report is the 2019 All Hazards Plan along with the Appendix. <br />
