October 2019 Park Board\PARK BOARD MEMO Oct 2019 APOLLO TRAIL <br />UPDATE.doc <br /> <br /> <br />DATE: October 7, 2019 <br /> <br />TO: Park Board Members <br /> <br />FROM: Rick DeGardner, Public Services Director <br /> <br />RE: Apollo Drive Trail Update <br /> <br /> <br />As discussed during the August Park Board meeting, the City Council recently approved funding for the <br />construction of a pedestrian trail along Apollo Drive between Lake Drive and Lilac Street. <br /> <br />It was also mentioned that staff is working with WSB Engineering to prepare plans and specifications. The <br />proposed design documents were submitted to the Anoka County Highway Department for <br />review/approval. Through the review process, Anoka County identified that a north pedestrian crossing at <br />Lake Drive would be needed. It was determined that an additional pedestrian crossing at the Lake Drive and <br />Apollo Drive intersection would require signal upgrades. In addition, the existing signals have obsolete <br />components requiring replacement. Anoka County is currently completing a feasibility study evaluating the <br />signals. <br /> <br />Concurrently, the City solicited and received quotes for the trail project (excluding signal work). Only one <br />quote was received in the amount of $235,000. This quote was substantially higher than the engineer’s <br />estimate of $165,000. Staff is recommending re-bidding the project once information about the signal is <br />received. The option to construct the trail on the south side of Apollo Drive may be recommended pending <br />signal upgrade costs. It is also recommended to obtain quotes during a more favorable bid climate. <br />
