WS – 2
WORK SESSION STAFF REPORT
Work Session Item No. 2

Date: October 7, 2019

To: City Council

From: Jeff Karlson, City Administrator

Re: Petition for Temporary Speed Bumps

Background

The City received a petition from residents on Elbe Street, Danube Street, and 81st Street.
They are requesting the installation of temporary speed bumps during the time period for
Waldoch Farm’s special use permit. The exit from Waldoch’s parking lot onto Elbe is
not in use yet. The neighbors are concerned about additional traffic in the neighborhood.

Installing temporary speed bumps would require Public Works personnel to pound spikes
into the pavement. When the speed bumps are removed, the holes would have to be
patched.

The residents along Elbe Street were mailed a notice, which included one homeowner on
81st Street and 14 residents on Elbe Street, which is indicated on the map.

Director Swenson said his department has received no complaints from residents
regarding drivers speeding through their neighborhood.

The traffic safety committee was going to review the matter and make a recommendation.
One idea is to have the Public Safety Department install its traffic monitoring system to
obtain traffic counts and speeds. However, the department’s system is currently is not
working.

Attachments

Petition
Elbe Street Map
