Planning & Zoning Board <br />September 11, 2019 <br />Page 2 <br />APPROVED MINUTES <br />Mr. Stimpson asked about a long term decision for Mr. Heath’s driveway. Staff stated <br />that there is a shared driveway easement, in his favor, over that property and that the <br />existing driveway was originally on the neighboring property’s edge. Ms. Larsen stated <br />improvements to the driveway is not an issue. <br /> <br />Mr. Laden stated that he was concerned about Mr. Heath’s property and that he <br />appreciates him coming to Open Mike. <br /> <br />Mr. Evenson made a MOTION to close Open Mike at 6:41 P.M. Motion was supported <br />by Mr. Stimpson. Motion carried 6-0. <br /> <br />VI. ACTION ITEMS <br /> <br />A. PUBLIC HEARING: Conditional Use Permit for Open and Outdoor Storage for <br />Direct Bore, Inc. (502 & 510 Lilac Street) <br /> <br />Ms. Katie Larsen, City Planner, presented the staff report. <br /> <br />The Board unanimously agreed to not require curb and gutter. <br /> <br />Mr. Evenson asked about possible damage to the existing coniferous trees. Additional <br />language will be added to the Conditional Use Permit regarding the replacement of <br />trees if damage occurs. <br /> <br />Mr. Laden asked if the outdoor storage area will still need to be fenced. Ms. Larsen <br />confirmed that there needs to be a fence but does not need to be a screened fence. <br /> <br />Mr. Stimpson mentioned tightening up the fence line and questioned parking area <br />changes due to business growth. Ms. Larsen stated this issue is a concern and that we <br />have the ability to do annual inspections on CUP’s. It would be spelled out in the <br />resolution that the bituminous pad is the only place the storage area could be. <br /> <br />Mr. Ruhland questioned the process for removing the house on the property if it went <br />vacant for a year. Staff stating that there wouldn’t have to be a specific date for the <br />removal of the house, but it does need to stay in compliant condition. The structure <br />itself could be converted for another use, such as an office, etc. An annual report on <br />file showing the use status of the house benefits the property owners, as well as, it <br />tracks their interest and allows them the non-conforming status. <br /> <br />It was summarized that the east and south side fence can stay chain link, with or <br />without slats, and coniferous landscape screening shall be maintained for screening <br />along the east and south sides, or the owners have the option of putting up a privacy <br />fence. <br /> <br />Ms. Larsen restated that the City proposes that the fence north of the outdoor storage <br />area and south of the house shall be a true privacy fence. <br />
