MEETING DATE: March 25, 2019 <br /> TOPIC: Consider Resolution 19-33, Authorize the Preparation of Plans and Specs, East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project <br />VOTE REQUIRED: 3/5 INTRODUCTION <br />Staff is requesting Council authorization to prepare plans and specifications for the 2019 East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project. BACKGROUND <br />The City of Lino Lakes has entered into a Joint Powers Agreement (JPA) with the City of Hugo to complete roadway improvements on 24th Avenue/Elmcrest Avenue from Tart Lake Road to the south a distance of 2,300 feet, and East Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. The JPA outlines that the East Cedar Street improvements are the financial <br />responsibility of the City of Lino Lakes and the 24th Avenue/Elmcrest Avenue improvements are <br />the financial responsibility of the City of Hugo. The final project costs to each community will be based on the percentage of construction and engineering costs as outlined in the JPA. The Cedar Street project total estimated project cost is $490,000. Funding for the project is <br />proposed through the street reconstruction fund for arterial street reconstruction in the amount of <br />$247,500 and state aid in the amount of $242,500. WSB, the City Engineer for the City of Lino Lakes and the City of Hugo, have submitted a proposal to complete the plans and specifications, and provide bid documents, for the not to exceed total cost <br />of $128,968 between both Cities, based on actual time spent on the project. The City of Lino Lakes <br />cost share is estimated to be $81,250, with the remaining amount to be paid by the City of Hugo. The proposed schedule for the City of Lino Lakes for this project is as follows: <br /> City Council Authorizes Plans and Specifications Mar. 25, 2019 <br /> Approve Plans and Specifications, Authorize Ad for Bids May 13, 2019 Open Bids June 14, 2019 City Council Awards Contract June 24, 2019 Construction Begins July 2019 <br /> Final Completion October 2019
