2 <br /> <br />Section 1007.043 (4) (j) 1. states “Only one (1) accessory building shall be allowed not to exceed four hundred (400) square feet except when intended for storage of buses”. <br />The accessory building limitations are only applicable to commercial and industrial zoning <br />districts. The PSP, Public and Semi-public, which is applicable to most City, School and <br />County park properties is regulated separately. <br />Prior to an ordinance amendment in 1997, only parcels in residential zoning districts where subject to the one building requirement. <br />The PUD process is appropriate when considering approval of complicated sites with multiple <br />buildings and potentially multiple owners, to ensure a harmonious development pattern. <br />However, staff is of the opinion that multiple buildings on single use sites have fewer inherent issues. <br />Provided that the base lot meets all applicable dimensional requirements, standard setbacks are met, and only one (1) use is proposed on the site, site plan approval through the Conditional <br />Use Permit process could more simply address development concerns. <br />Proposed Amendment Staff has worked with the City Attorney to provide for multiple buildings on a single lot as a conditional use. The provisions include the following: <br /> 1. Amends Section 1007.042 (4)(b) to allow multiple principal buildings by Conditional Use Permit. 2. Amends Section 1007.043 (4) to allow for multiple accessory buildings over 400 square <br />feet in area by Conditional Use Permit in Commercial and Industrial Districts. 3. Amends the permitted Conditional Uses in the GB, General Business District, LI, Light Industry and GI, General Industry Districts, and the PSP, Public Semi-public District to include two or more buildings on same lot. <br /> RECOMMENDATION The Planning & Zoning Board held a public hearing on March 13, 2019. The Board voted 4-0 to recommend adoption of the proposed amendment. <br /> Staff is recommending approval of the 1st Reading of Ordinance No. 05-19. ATTACHMENTS <br />1. Ordinance No. 05-19
